What a Real Signal Strategy Actually Involves
“First-party data strategy” gets thrown around as a vague mandate to “own your audience.” In a Google Ads account, it means three specific, technical layers working together — and most accounts are only running one of them, if any.
The first layer is consent infrastructure. Consent Mode v2 requires your consent management platform to pass two signals to Google — ad_storage and ad_user_data — and as of June 2026, ad_storage is the sole authority governing whether Google Ads cookies and user IDs get collected from your site at all.
